Human Resources Development Corporation (HRDF)
The Human Resources Development Corporation (HRDF), also known as Pembangunan Sumber Manusia Berhad (PSMB) in Malay, is an agency under Malaysia’s Ministry of Human Resources. It was established in 1993 under the Pembangunan Sumber Manusia Berhad Act 2001 to support workforce development and enhance the nation’s talent pool.
HRDF’s primary function is to manage the Human Resources Development Fund, which provides financial assistance for training and upskilling initiatives. Employers registered under specific sectors contribute a levy, which is then utilised to fund training programmes aimed at improving employees’ skills and productivity.
The agency oversees various schemes, such as the Skim Bantuan Latihan (SBL), Skim Latihan Bersama (SLB), and Skim Latihan Khusus (SLK). These programmes cater to diverse training needs, including technical skills, professional certifications, and leadership development.
HRDF also collaborates with industries to identify skill gaps and develop training programmes tailored to market demands. It plays a key role in preparing Malaysia’s workforce for Industry 4.0 by promoting digital skills and innovation.
