Business License Application in Malaysia

We wish to highlight to you that we are unable to assist you on most of the licensing requirement for your business as it requires in-depth industry knowledge and normally the licensing department would like to deal with the business owners directly.

Business Premises License Application

The requirements for the application of business premise license and signboard license may vary according to each local authority.

In general, the following documents are required for business premises license application:-

For Company
(i) Certificate of Incorporation (Form 9) – 1 copy;
(ii) Return of Particulars of Directors, Managers and Secretaries (Form 49) – 1 copy;
(iii) Photos of your business premise (front and interior of premise);
(iv) Any one Director’s NRIC / Passport as stated in Form 49 – 1 copy;
(v) Sample of signboard indicating design and color (if applicable);
(vi) Photos showing location of signboard (if applicable).

For Limited Liability Partnership (LLP)
(i) Certificate of Registration – 1 copy;
(ii) e-SSM Business Profile – 1 copy;
(iii) Photos of your business premise (front and interior of premise);
(iv) Any one Partner’s NRIC / Passport as stated in Business Profile – 1 copy;
(v) Sample of signboard indicating design and color (if applicable);
(vi) Photos showing location of signboard (if applicable).

For Enterprise (Sole-proprietor / Partnership)
(i) Certificate of Registration of Business (Form D) – 1 copy;
(ii) e-SSM Business Profile – 1 copy;
(iii) Photos of your business premise (front and interior of premise);
(iv) Copy of any Business owner/Partner’s NRIC as stated in Form 49 – 1 copy;
(v) Sample of signboard indicating design and color (if applicable);
(vi) Photos showing location of signboard (if applicable).

WRT License Application

WRT (Wholesale Retail Trade) license is applicable for foreign owned company (more than 50%) only. Businesses such as retail, trading (import and export), distributive trades, restaurants, franchise business and services and consultancy are required to obtain license from the Ministry of Trade Cooperative and Consumerism Malaysia.

Approval for WRT has a validity period of 2 years.  Applicants must renew their approval 3 months before the expiry date.

(i) Certificate of Incorporation (Form 9) / Certificate of Change of Name (Form 13)

(iv) Form 32A duly stamped if there is changes in shareholders
(v) Copy of Inland Revenue Board’s tax registration confirmation letter
(vi) Copy of relevant license by Local Authority with valid period
(vii) Copy of Tenancy Agreement / S&P of business premises or outlet which has been stamped
(viii) Copies of Audited Financial Statements (latest 5 consecutive years)
(ix) Copy of any licenses or approval letters related to business activities issued by Ministries / Agencies / Department
(x) Copy of custom clearance document (K1/K2 Form) / Bill of Lading / Airway Bill / Delivery Orders / Purchase Orders / Sales Invoices for latest 3 months
(xi) For restaurant –  Foods and Drinks Menu and Eligibility Documents for Chef / Employee (Certificate / Documents)
(xii) Photos describing business premises and products

For Renewal Application
(i) Certificate of Incorporation (Form 9) / Certificate of Change of Name (Form 13)
(ii) Company Profile from Companies Commission of Malaysia
(iii) *Return of Particulars of Directors, Managers and Secretaries (Form 49)
(iv) Form 32A duly stamped if there is changes in shareholders
(v) Copy of Inland Revenue Board’s tax registration confirmation letter
(vi) Copy of relevant license by Local Authority with valid period
(vii) Employees Provident Fund (KWSP) Statement (latest 3 months)
(viii) Business Tax Payment (latest 3 months)
